In Mahara v1.8 there is the ability to display 9embed in page) the
content of the pdf in the new PDF block. I believe this handles this
request (and more so). So I will mark this bug as finished

  Btw,- I am sure you have this suggestion in your pibeline, but if it
  is something you are planning to code from the ground then I think you
  might be able to save some time by looking at Typo3's way of using
  Image Magic to handle images and thumbnails. In this way you can have
  small images of PDF's
  - even of Illustrator files beside all the normal image files.
