I have noticed that if you insert an Image Block, when you are in
editing mode, it looks like the description of the file will become the
alt text (when you hover the mouse over the image) but when you save the
page, and check the image, the alt text does not appear.

I've checked in demo Mahara http://demo.mahara.org/ and it looks like
this is a Mahara issue. Maybe something that could be raised for future
Mahara development? - because this is a basic accessibility issue.

I think they're more concerned when an "image" (i.e. http://s.palnet.edu.au/artefact/file/download.php?file=177) is embedded into a text box and has not been linked to a URL.   The image description should appear in the hover text.   

It works when it's an image (i.e.
http://mahara-1.8-vanilla/js/tinymce/plugins/emotions/img/smiley-
cool.gif) but not when the URL is an artefact that's been added into the
system.

They would like the artefact's URL to behave as an image.
