[Bug 1262487] [NEW] Row headers in "Edit Access" table are confusing for screen reader users
Public bug reported:
When sharing a page or collection (/view/access.php), the row headers in the column are overly complex and confusing for people navigating using a screen reader.
Currently there are two rows of <th> cells with different information in each row and various blank cells. These should be combined into one single row with headings like "Accessible from:", "Accessible to:", and hidden header cells where appropriate (eg. "Editing buttons" for the last row)
