Public bug reported:

The 'files' form element used to attach files when adding (but not
editing) Resume education history, employment history, etc. is not
currently accessible. Ideally this element should be removed entirely,
but if that cannot easily be done then the following changes need to be
made:

- The [+] button needs to be an image with descriptive alt text
- Each file input needs a hidden label
