Public bug reported:

The error message needs improving to explain that the institution can't
be deleted due to pages / collections still associated with it.

Currently gives a site unavailable message and this error in logs
 Key (name)=(testinstitution) is still referenced from table "collection".] in adodb_throw(DELETE FROM "institution"  WHERE "name" = ? , Array)
