This is probably a regression caused by Mahara 1.6.0 allowing
collections to belong to institutions.

  Deleting institution error: Collection still exists

Status in Mahara ePortfolio:
  Confirmed

Bug description:
  The error message needs improving to explain that the institution
  can't be deleted due to pages / collections still associated with it.

  Currently gives a site unavailable message and this error in logs
   Key (name)=(testinstitution) is still referenced from table "collection".] in adodb_throw(DELETE FROM "institution"  WHERE "name" = ? , Array)
