This has been implemented in two ways:

- For "Registration allowed": Admin sees which users have requested institution membership and can confirm them.
- Additionally, if "Confirm registration" is turned on, the admin sees the users who requested membership and can confirm them there.

Bug description:
  Like another admin user page to look at users who registered but
  didn't confirm, and confirm them.

  implications: not confirming their primary email.
