This has been possible in Mahara for a while now on the "User search"
page in the administration. Admins can filter the users by last login
date amongst others.

  Showing active members to institution admins

Status in Mahara ePortfolio:

Bug description:
  It would be good for school admins to be able to see when members of
  their school last accessed their eportfolio.

  The admins could then transfer inactive users to another institute or
  contact them to ask what they want to do with their account.

  This is important for the following reasons ensure active users don't
  get deleted the member is able to transfer their eportfolio to an
  appropriate institute for sites that are hosted a on cost per user
  basis - this will help to manage paying for unused accounts.
