Upon reflection, I think an alphabetical listing should be implemented
first and foremost. Sorting groups manually could be nice, but the sort
order may not be clear to users. Thus, I think an alphabetical listing
would still be better. If group categories should be close to each
other, they could be named so that they appear together.

I think sorting them manually could potentially require sub categories
rather than just categories. Then I would see the point for re-ordering
more.

Bug description:
  Group categories should be displayed in alphabetical order around the
  site, e.g. in the drop-down menus on My Groups, Find Groups, the group
  creation / edit screen and in the site administration on the group
  categories page /admin/groups/groupcategories.php instead of listing
  the categories according to their database ID / creation date.
