Public bug reported:

It is possible to set a skin on a profile page but the skin doesn't
display.

This is due to the code to display a skin is not present in
user/view.php (only in view/view.php)

To fix add the code to user/view.php as well.

Marked the bug as medium due to the fact one can add a skin to a profile
page but it doesn't show and therefore there is confusion.
