Thanks, dajan. I need to update the user manual. Due to security issues
around target="_blank" we removed that option a couple of security
versions ago.

Title:
  A new window is not opened when clicking on the "Manage all notes
  content" button in the "Note" block

Status in Mahara user manual:

Bug description:
  The Mahara users manual says that a new window is opened when users
  click on the link "Manage all notes content" in the "Notes" bloc when
  adding a copy of an already used note.

  Instead, the current page is reloaded (losing all changes - Ok there
  is a warning but still) and a page with all the notes displayed.

  According to what the manual says, a new windows should be created
  instead of changing the content of the current one.
