[Bug 1979241] [NEW] Microsoft Edge CSS issues with tables

Public bug reported:

CSS bugs with tables in Microsoft Edge browser that arose during QA
testing for the Bootstrap 5 upgrade.

The tables are not displaying properly at smaller screen widths e.g. under 992px for the following pages:
- People search - /admin/users/search.php (Pagination disappears below 992px on this page)
- Submissions - /admin/groups/archives.php
- Admin notifications - /admin/users/notifications.php
- Application connections - /webservice/apptokens.php

A related bug has been reported here specifically for the submissions
page, but this is for all browsers, not just Edge: Bug 1976574
