[Bug 1979246] [NEW] Screenreader problems with Resume page

Public bug reported:

These issues were highlighted during QA testing of the Bootstrap 5
upgrade, using Chrome on Ubuntu with Orca screenreader.

1. In the Resume Introduction section, after clicking the cover letter
'Edit' button, the position of the focus is in the TinyMCE editor field,
but the field label is not spoken, the only word spoken is 'Blank'. (An
issue regarding TinyMCE accessibility in general has been reported here:
Bug 1883823 and Bug 1482450)

2. In the personal information section, for the Date of birth form
field, no label is spoken.

3. Under the Employment section, after clicking the 'Add' button, the
form fields appear and the next navigable link is the username in the
profile block of the page. The screenreader user would have to navigate
the entire page again just to get to the form fields.
