Thanks for getting back to me on this.  Unfortunately this appears be localised to one student.
The structure we use is a collection of pages each with a 'tagged journal entries' element filtering for one of our 8 standard tags.  The strange thing is that on some of his pages, the settings dialog for the tagged journal entries element DOES show, while on others (the ones he needs to edit) it does not.  We have tried creating a new page with a similar tagged journal entries element (same tag) and it behaves the same way.

So, I don't think that it is related to the JS not loading.

This student is remote and not very tech savvy, so I'm not sure I could
get them to pull up the developer console.

I was just wondering if you had heard of anyone else having a similar
experience.

  tagged journal entries setting dialog not displaying

Bug description:
  I've been working with one of our students who is having trouble
  editing settings on a 'tagged journal entries' element on some pages.
  When clicking on the pencil icon to show the settings dialog, there is
  a 'loading' indication, but the dialog is not shown.  Other pages with
  different tags shows the settings dialog fine.  This occurs even on a
  newly created page.  He's using Chrome 102 on a Mac.

  We're using Mahara 21.10
