There's not usually a need to run mysql_upgrade for minor release upgrades.

In this case, I don't think you'll need to run mysql_upgrade unless
you created views while running Oracle MySQL using your current
datadir before migrating to MariaDB, and you think you might be
negatively affected by this bug:
