I've been wondering about that, too, but from what I've gathered the blueprints are mainly meant to be "gateways" to the actual page to be able to refer to them in the launchpad ecosystem.

MySQL Forge would be a good place to put a more detailed version I think, yes. Probably best to put it into the MySQLProxy category and maybe link to it from the main MySQL Proxy page: http://forge.mysql.com/wiki/MySQL_Proxy

Or set up a page for MySQL_Proxy_Blueprints and add subpages to that, so we can do the same thing for other bigger blueprints.
