[Bug 783775] [NEW] remote mysql connections should be enabled on primary backend only systems by default

"Enabling remote SQL access in the MySQL section of Myth Control Centre
was the ticket. I don't know why it was not being enabled by default for
a Primary Backend-only install"

Makes sense to be enabled by default on Primary backend only systems.
