This kind of license also makes it possible for the many contributors to
OpenERP to know that their code will remain free for anyone to use,
modify, and distribute.

Hi Alexandre,

in my opinion as a non-lawyer it is also the license.

In their FAQ, GNU claims that a module for a specific program is subject
to a viral license. See
https://www.gnu.org/licenses/gpl-faq.html#GPLModuleLicense

The copyright holders can license their code otherwise of course, but
anyone using it as a module in OpenERP is effectively relicencing the code
as AGPL. And these users are only allowed to do that if AGPL is an
existing licencing option granted by the copyright holders.
