Yes, but the dot syntax has not the same meaning:

   * "705%5" syntax, converted into a regular expression would be
     "^705.*5$"  (both 70501025 or 70500005 would match)

   * "705.5" syntax (the Spanish way), converted into a regular
     expression would be "^7050+5$" (70500005 would match, 70501025
     would not)

Also, the Spanish accountants are used to this shortcut syntax (the most sold programs on Spain have used it for years); that's why Albert added it to the Spanish localization. The question is whether it should be released as an extra-addons module or just a localization-specific module (like it is now)?
