At least within EU every company that sells or buys products outside
their own country to other companies (B2B) needs the fiscal position
to replace the standard taxes with the export or import taxes.
So can we determine a group here? Yes, companies that do import/export
of products/services. But that are most of the companies as for e.g. a
Google Adwords invoice is already import and needs the use of fiscal
position.
On Spain we even have two "fiscal positions" (market types, fiscal
mappings, or however you want to call it) for operations inside the
country: "Normal" and "Recargo Equivalencia" (Equivalence Surcharge). It
is also used for invoices with PIT (personal income taxes) and such. So
in Spain, taxes/account mapping is a must, even if you don't
import/export products or services ;)
But as Luc Maurer states, that field does not need to be on the main tab
of the invoice (after all it will usually just take the value from the
partner). On other ERPs I have worked with, it was located on the second
tab ("conditions" tab) of the invoice form (and was called "market type").
