Well, the compiled translations are manually generated, AFAIK, whenever we are 
about to release the code. Somebody has to press the button, and then submit 
the .mo files.
The commit history suggests that this doesn't happen often. It has to do with 
release cycles, though.

IMHO, the svn, bzr etc. are "source distributions", where compiled files should 
not be committed into. Yes, it would be a little more trouble, but we'd better 
suggest the people to do "make all" or something after they download from 
these sites.
For normal (aka binary) packages, it is required that we "build" stuff before 
packaging the files.
