Yes, members of any team who have commit right to the corresponding code branch
(here, the ~openerp core team) have automatic reviewer right on the
translations. It makes sense to grant them such a 'master reviewer' access to
any translation because they could directly alter the PO files which contains
the translations.

Sure, and do not hesitate to remind them personally from time to time too,
particularly if you notice 'abusive' translation reviews ;-) They're human..;-)
But usually they should not mess much with the translations anyway unless they
spot errors.
