Check apps.openerp.com there is a few apps that do this, but there is
plenty of cases a product reference could be non-unique - the most common
one when in a multicompany environment in order to seperate average costs
you create identical products, the other one where you have a load of
variants for internal purposes but the customer only sees one code.

  - Create a product (Sales -> Products -> Products -> Create) with a given reference ("42"), save
  - Create a second product with the same reference ("42"), save

  2) The result you observed

  Nothing appens.

  3) The result you expected

  OpenERP would forbid entering two products with the same Reference, or
  at least warns when we do that
