-       I created a appraisal form for an employee.Also I created a

- Phases.Then I started validation.Then employee and his/her manager
- started validation by answering interview questions.Next one is the
- third stage,but we cant answer interview questions in this Final
- Interview Stage.This Stage is always in draft state.Manager couldn't
- answer this stage although above two stages are completed.When will be
- this draft state changed to waiting answer state?
