You misunderstand, I am talking about the UOM itself. Not related to any product. Lets say I have UOM PCE.
Rounding precision = 1.0
UOM Type = Reference for Category
UOM Category = Unit

I use OpenERP for a year with this setting. Any user has the ability to
go to sales, configuration, product, uom, uom and change any of these
fields. They can change rounding precision to 0.5,  category to weight,
It even allows the user to change the ratio of a UOM after stock
movement. In doing so OpenERP allows the user to instantly corrupt every
products stock with no warning.

This should not be possible.

Bug description:
  UOM directly affects stock value, stock history, manufacturing orders,
  etc.

  I am allowed to run a business for 6 months on a given configuration.
  I could at any time, navigate to UOM and change its rounding
  precision, category, etc. Changing any of these factors has a
  detrimental affect on stock.

  IMHO, you should prompt the user with a warning, indicating they will
  damage stock by changing any setting after stock movement has
  occurred. This function should be locked to administrator access only.
  Perhaps also an approval process button.
