Public bug reported:

UOM directly affects stock value, stock history, manufacturing orders,
etc.

I am allowed to run a business for 6 months on a given configuration. I
could at any time, navigate to UOM and change its rounding precision,
category, etc. Changing any of these factors has a detrimental affect on
stock.

IMHO, you should prompt the user with a warning, indicating they will
damage stock by changing any setting after stock movement has occurred.
This function should be locked to administrator access only. Perhaps
also an approval process button.
