Hi, I am receiving the same problem. However I can not switch off the assistive technologies because I am blind and I need them to use eclipse with orca.
It seems that I'll need switch back to 9.04 or to windows.

1) i'm running Ubuntu 9.10 (2.6.31-14-generic #48-Ubuntu i686 GNU/Linux)
2) This happen runnin any eclips. Package from official repository or downloaded one.
3) I expected to be able to click also "cancel" buttons from gui
