Concordo con quanto detto da Lorenzo, stiamo provando anche noi il
base_location e non vedo problemi.

Anzi stiamo convertendo il file csv dei comuni / regioni in un formato XML
cercando di standardizzare quanto fatto da altre localizzazioni
