With openshot v.1.4.3

Went to Layout tab of the clip properties and set the following values

Key frame: Start of the Clip
Height: 35%
Width: 35%
X: 60%
Y: 10%
Alpha: 100%

Both in the video preview and in the resulted exported video, the
overlayed video grows with time.

It should be easy to reproduce but you can also look at it by yourself at:
