The "advanced" tab on the export video dialog offers all codecs for
every container format.

It should restrict the codecs offered to those which the container can
legally hold

Eg vob files can contain mpeg1 part 2 streams or mpeg2 part2 streams but
not other video codecs (and audio is similarly limited), however I'm
still offered all codecs.
