When scrolling the timeline on a project with a number of tracks, the
scrolling splits between the light blue track number portion and the
main timeline. The main timeline will stop scrolling and the scroll bar
will only control the track portion. When the scrollbar is returned to
the top it will control both as it normally should but if you try to
scroll to the bottom tracks again it will split in the middle and the
track names will only scroll, not the timeline.
