[Bug 630649] [NEW] Exporting a different frame-rate messes up IN and OUT frames

Public bug reported:

When editing a video in OpenShot using a certain frame-rate, the export
does not work correctly if you are exporting to a different frame-rate.
For example, if my default profile is NTSC (i.e. 29.97 fps) and I export
to PAL (i.e. 25 fps), all of the IN and OUT points are incorrect, and
the entire project is messed up.

** Affects: openshot
     Importance: Critical
