This can be achieved by creating your own profile via the profiles
manager, with the correct properties for 480p.

Bug description:
  Currently (OpenShot 1.1.3) the only option for saving movies in HD is
  either in 720p or 1080p. It would be great to have also the ability to
  export them in 480p.
