Rather than say like Cinelarra does it or how Kdenlive does it, some
detail on how you would expect this to work might increase the chances
of it getting done. I've no idea how either of those two applications
implement this function, which makes it a bit tricky to replicate or
improve upon what they do.

Bug description:
  Hiya!

  It would be nice to have support for In/Out points - similar to
  Cinelerra's [ ] so that one can attach effect/transition to the region
  between the two - the region would have to be highlighted,of course.

  Moreover, having In/Out points would enable one to render just part of
  the highlighed region of the audio/video track.
