To resize an instance you can use "nova resize" which is again
python-novaclient as Matt suggested in his reply for creating a
flavor.

You can use below command to resize the instance:

$ nova resize <instance-id> <flavor-id>

Instance id can be obtained using:

$ nova list

whereas flavor id can be obtained using:

$ nova flavor-list
