Hi!

After some discussions with David, Olivier and Chris, we came up with a release
management plan. See 'Release management plan' under:
https://wiki.ubuntu.com/Process/Merges/Checklists/Oxide

This should address dealing with early 14.04 bug fixes and the road to
transitioning to chromium stable.
