[Bug 312069] [NEW] flush neighbor pages less frequently

 

Public bug reported:

When we use the storage which doesn't have performance advantage of the
sequential access (e.g. RAID or SSD), the neighbor flushing may be
inefficient for the progress of the last modified age. It may affect to
the throughputs and its stability of write IO bound workloads.

We might add parameter to control this feature [ON/OFF].
