Binary package hint: libemail-valid-perl

Please include libemail-valid-perl in main, because it is needed by the
latest lintian version.

All MIR requirements are met. The package is small, well maintained, and
has no open bug in Debian and Ubuntu.

libemail-valid-perl depends on libnet-domain-tld-perl, which isn't in
main yet (see MIR bug #729907).
