[Bug 243078] [NEW] Tab container not drawing borders correctly

In tab mode, the task tab border is not drawn completely around the
content, breaking the concept of a container. This is a problem because
there are nested tabs within the tabbed container and it is hard to
figure out their hierarchy with the Task tab and general UI. The
problem is exasperated when you move the Task tabs to the bottom.
Without the container borders, it is easy to forget that the General,
Comments, Activity, etc. tabs belong to a Task and are not the highest
level of the UI content.
Simple fix would be making the parent tab (Task) border draw the entire
container like the nested tabs (e.g. General tab) borders are drawn.
