Hello Jeff,

it is certainly possible to open documents in new windows instead of
tabs, but it is not a setting within the application. The default
desktop launcher, e.g. "/usr/share/applications/qpdfview.desktop",
provides an action to open a document in a new window which you should
be able to select as the default for opening using your desktop
environments settings. (Not sure which one you use.) Without the help of
your DE, you can still copy this file to your home directory, e.g.
"~/.local/share/applications", and modify it by removing the "--unique"
option from the "Exec" key. (There is also a tutorial on this on the
ubuntuusers.de wiki if I remember correctly.)

Concerning the per-file settings, this should actually do the trick and
I am puzzled why it does not work for you. One caveat is that this is
based on the file path, so if you move the file it won't remember it.
Anything else might be a bug.
