The "test examples" that you found are probably the automated tests.
They are designed to run on the developer system to make sure that the
software does not contain a regression after some corrections/features.
That's why they do not require any network.

If you want to test the ROHC protocol/library with a real network, please consider using one the following tools:
 - ROHC over UDP tunnel: http://rohc-lib.org/wiki/doku.php#rohc_over_udp_tunnel
 - IP/ROHC tunnel: http://rohc-lib.org/wiki/doku.php#ip_rohc_tunnel
