minor licensing question

The LICENSE file in the GPLv2 distribution is straightforward and clear, but
does leave one little thing ambigious. What license applies to the
translation files under "locale"? In absence of further qualifiers, I'm
assuming GPLv2, but that might not be the most applicable.
