Public bug reported:

The IDE started to freeze on startup. It turned out that I had cleaned
up my AppData/Local/Temp directory, where IDE stored some temporary
files. The solution was to remove the
HKEY_CURRENT_USER\Software\JavaSoft\Prefs\org\sikuli\ide\/I/D/E_/S/E/S/S/I/O/N
(IDE_SESSION) value.

rc2 does not have this bug.
