kde4-config is a standard tool of KDE. Maybe it is called "kde-config" in 
ubuntu? However, it _should_ return the standard paths of KDE. 
It's a nice tool btw - try kde-config --help

That's normal as the tool shows all rfkill devices. Use the config dialog to 
hide those devices you do not want to see (such as hso-0 and 5100AN).

Actually it should disappear. If not, that's a bug.

As you noted in your other email, this is not related to the plasmoid.
