The code you need is actually in modemmanager. I have 0.5-1 and it works for me ( I am running Debian sid though). It was fixed as part of this bug: https://bugzilla.gnome.org/show_bug.cgi?id=660998
The network interface from GobiNet would be inactive because it needs to be configured via the USB device GobiNet creates using GobiAPI.
Another thing, NetworkManager dont see qcserial and I am running the last version from oneiric repository which is 0.9.1.90.
