This is a NetworkManager issue, fixed with the following commit
http://cgit.freedesktop.org/NetworkManager/NetworkManager/commit/?id=ef4f6a2e55784fec4498d364b6181c3ca36ab7b0.
If you're not able to update to this latest version, a workaround is to run
*rfkill unblock all* whenever you disable the wifi from the applet.
