Hi everyone,
I am pleased to announce that (once it builds) the menu issue will be over.
I took Nio's wisdom from the liveCD nano issue and applied it to this issue.
I was trying too hard to check everything, and made things very complicated.

The issue, is simple.  make sure there are icon paths to account for
everywhere the icon could be.

This is not a menu problem, but an icon path problem....  So I fixed the
icon paths.

jwm-settings-manager now will change the icons via Theme name.  You can
browse available themes, and click the Theme, and the OK button, and (I
haven't fully tested this yet) it should change the icons for everything.

So... the upside to the silly menu icon issue is... now the Icon theme
settings is pretty cool, and doesn't look so scary to new users :)

I even added in the odd /usr/share/app-install/icons icon path.... AFAIK
this should cover everything...
but only testing will tell.

To update your current jwmrc to reflect this, simply choose a new icon
theme.
