[Bug 1347009] [NEW] apport-retrace occassionally creates a retraced report without a stacktrace

Public bug reported:

On the Ubuntu Error Tracker retracers I've noticed that apport
occasionally will retrace a crash and that the retraced crash report
will contain no Stacktrace in it.

Here a couple of examples of the retraced reports, unfortunately without
the CoreDump.

I've seen this with both crashes on i386 and armhf, so it doesn't seem
to be armhf specific although it may be related to using gdb-multiarch.
I've created statsd counters for this (retrace.missing.stacktrace) and
so far (after 96 hours) it has only occurred 12 times. Subsequently, it
seems like a rather low priority but it is still curious.
