Public bug reported:

When I start a unity 7 session in utopic, the system switches to my
previously defined configuration for external monitors, then stops
accepting input.  I can move the mouse across both displays, but I
cannot click on anything, and keyboard shortcuts don't seem to bring up
anything either.  Sometimes the cursor changes to the hand or the arrow
for resizing a window, and sometimes if I click I get the spinning
cursor.
