[Bug 1370075] [NEW] [Scopes][App switcher] Individual scopes need to be added to the app switcher

Public bug reported:

Currently app switcher (accessed via long right edge swipe) shows all
recent applications and Dash. We want to add recently used scopes (that
are not favourites and therefore not part of the dash) to this view.

This means that scopes that are opened and not part of the dash will be
treated as separate apps.
